SAID HE WAS GLAD TO BE ATTENDING THE OPEC MEETING. (IT IS THE APEC MEETING)

THEN HE ALMOST FELL OFF THE STAGE. HE'S GOT THE ATTENTION SPAN OF AN UNTRAINED AIREDALE!

Can anyone explain this man's fumbling, mind wandering, dream state when addressing the public? He is the source of humor every single night on Letterman's show. (Has been for well over a year)
