the question is - what to do about backyard patio heaters, or driveway de-icers etc.. the light bulb thing is a step toward higher efficiency but doesnt address higher energy use - we may encourage a higher efficiency refrigerator but its pointless if people put the old fridge in the basement - or get a wine cooler or water cooler etc..
