Alison, information about Celtic Fusion can be found at http://www.celticfusion.co.uk/. You'll note from last year's listings that some events happened in Newcastle and Downpatrick. This takes place in mid- to late-July. Séamus, the festival you associate with Tommy Sands is Fiddlers Green - http://fiddlersgreenfestival.co.uk/ - which will run from the 20th to 27th July, 2008 in Rostrevor. The bluegrass festival in Tyrone - http://www.folkpark.com/whats_on/events/?article=1444 - does not happen until the second week in September.
