I had always recalled that second bit as a Mother Goose rhyme going:

Hark! hark! the dogs do bark
The beggars are coming to town
Some in rags and some in bags
And some in velvet gowns.

(Not saying that you're wrong and I'm right; merely saying I had heard it differently. :-)
