Education is key. I was educated in a Roman Catholic secondary school in the 1980s. Our Religious Studies teacher had the excellent sense to regularly tell us "If you break rule number 1, please be sure to break rule number 2 as well!" In other words, if you do have sex outside marriage/under age, then for goodness sake use contraception. I don't know of any kids in my year who were pregnant before we left school, but I'm sure they weren't all waiting to have sex. Meanwhile, in this case, what's done is done, lessons need to be learned, but there is no mileage in laying blame.
