The FEHBA equivalent plan has (and requires) that for everyone in the country. That, and basic care for the underserved. Wyden Bennet excels at both. (A problem with HSAs is that plans might offer them in connection with the basic plan, and attract the wealthier who can afford a health savings plan, thereby to getting a competitive advanatge. That can be managed by regulation.)
