I think if you put yourself in a pretty rural frame of mind and try not to asign lofty simbalism to the words, you're imagination will tell you what the songs mean.

As for Georgia, it probably doesn't mean much, other than mayby a place one wants to go or has been and picked up fond memories.

I am certain about one thing, this song and it's close cousins were party songs, up beat and not in need of much deep meaning.
