This is part of the birthday song sung by Heck Harper on his afternoon kid show - was it Cartoon Corral? - which was out of Portland, OR in the 60's. The theme song was,
"Come a-runnin', bring your pal,
To the (new?big?) Cartoon Corral.
Clutch Cargo, Dick Tracy and Mister Magoo,
Felix and Popeye will be along, too...."
That's all I got; the last couple of lines or so are pretty fuzzy.

The birthday song went:
"Happy birthday, happy, Happy birthday,
This is your day to (or 'so') have a lot of fun.
Happy birthday, happy, Happy birthday,
This is your day, until the night is done.
Blow out the candles on your cake and make a wish,
And we'll serve everybody's favorite dish (Happy birthday, happy)
