I like the library analogy. Libraries don't make 1000's of copies available, but if the book is out of print, copyright law allows individuals to photocopy the material. This should (but probably doesn't) apply to music as well. If the song is not being marketed, nobody loses anything by allowing copies to be distributed for free, and in fact may generate interest in new commercial release.
