A programme called Musedit can be used from entering music notation and converting it to tablature and is cheaper than the other programmes mentioned above. You can also playback your entry in Midi and adjust the tempo if needs be. However, I think the mandolin isn't really suited to Irish jigs and reels, a tenor banjo being a better option.
