The USCG is having a meeting to tender an offer to Mudcats Spaw to maintain control of the Cuban Rafters in the Florida Straits. It is now contemplating the amount of "ammunition" to feed to Spaw so that he can maintain a steady pressure on the Cuban rafters to keep them home with Castro.
