I saw the video and was disgusted - the scream of anguish is more than enough to cut you in the heart. BUT: If they were being asked to move on or somesuch, then they were provoking it. I don't believe that they should have been sprayed, but these videos have a habit of showing the eventual snap, not the pre-baiting.
