Eugenics, in its purest sense, means manipulation of the gene pool. In the very serious congenital malformations or inherited metabolic diseases (such as Tay-Sachs) no child lives long enough to reproduce... so you can't technically call terminating those pregnancies eugenics. You can argue whether it is euthanasia, however.
