I would not say Democrats "want" to disarm blacks, but the little hidden secret is that what today is known as "gun control" started in the reconstruction South and extended into the Jim Crow era as a way to keep firearms out of the hands of the newly freed slaves and keep them subjected as inferior to the white population, and that submission was enforced by the KKK.
Had southern blacks been armed I suspect there would have been a lot fewer lynchings.
