it is the Congress, not the President, that controls the purse strings... and we have a Congress that spends its time - while being very well paid- sitting on their asses and refusing to allocate funds to improve conditions. They would rather see American's suffer than do anything that might be seen as a "victory" for the other side... hey! guess what, the other side is US!!! as in the USA. we are currently the disUnited States of America.
