I think I have read that the way to create safer roads is by switching the side of the road that people drive on. Though counter-intuitive it is because people are much more cautious during the period of change and so accidents tend to drop. Once they are used to it the accident rate tends to rise. The obvious answer is to change the side that people drive on a random but regular basis (so that people don't plan for it and get blasé about it)
