Given the interim AAIB report was issued a year ago, I don't see where there can be any doubt on causation, "your copper chopper fell on us". What other case can there be? Because the SDP didn't repeal the Law of Gravity? Because Bond didn't add a copter parachute? Because whoever supplied the fuel didn't supply an instant fuel-up pack? From the legal viewpoint, the question of delegation of responsibility to maintain the helicopter and any consequential distribution of the claim, as you suggest, is utterly irrelevant to any third party: the Law of Agency applies, and under that, whichever part of the Bond empire was responsible for maintenance is considered to be a part of the Police in this respect. If they have a dispute between them, they can sort that out between themselves later.
