Yes, although many would argue that forgiveness is up to a "Higher Power" as opposed to the families of victims.
As for "Truly repentant", although he took a different path in recent years, he hasn't really stated that he regrets his previous actions. I won't condemn him though and don't believe in speaking ill of the dead.
