Nigel Parson. I think the funding issue and threat to with hold contributions is more to start the conversation than to create any financial impact.

There are several obvious reforms that I would like to see:
1)The veto power to be replaced by majority vote.
2)Closer auditing of expenditure both of administrative and distributive costs. (Fleets of brand new UN landcruisers parked for days inside 5 star hotels does beg a few questions e.g. In Asmara. How much famine relief could that represent?)
3)cost/benefit analysis of all operations to be performed with comprehensive "lessons learnt"to be published and placed online. For longer lasting operations interim reports to be treated the same way.

I am sure others can propose far more beneficial changes.
