Steve--Those were the factual findings at that time, not some hypothetical paper exercise,---remembering of course that I am speaking of Scotland which would be dark for at least one hour longer in the morning than London.
If I remember rightly the exercise was carried out over a three year period, I may have the time period wrong but certainly not the outcome.
