Many (most?) railways in the Netherlands are fitted with ETCS/1 - the European Train Control System - which will control the speed automatically against a 'braking curve'. I expect the American PTC will do that - once it's implemented. It's not a technical problem, it's money and politics. I see that people in the US are saying that PTC is too expensive, and simpler GPS systems could be used. Another reason to delay.
