This is the first I had ever heard of the Queen's Piper: Msn.com reproduces a story from the Daily Mirror. Queen Victoria started this custom after visiting the Highlands; now the Pipe Major must play under HM's window every morning, regardless of her/his location. I searched the Mudcat threads, and came up with one mention in the past of the Queen's Piper: on the death of the Queen Mother, when her bier was translated to London, and the Pipe Major played "The Dark Island." What does anyone else know about this custom?
