For text in yellow, negotiators agreed on the policy objective. Drafting changes or clarifications are still required. Text in white corresponds to text proposed by the Union on which discussions are ongoing." You notice the UK and the EU both use the words 'agreed'and 'agreement' about the colouring? What significance to.you attach to the colouring?
