I don't think that Texas story about being able to break into new states is in play anymore. If that story was ever true, it was pre-Civil War. Besides, Texas currently behaves as if they're the largest state and they wouldn't want to give up that masquerade. California may regard themselves as a 'Texas antidote' and be reluctant to break down, despite the extra Senators the states would get. For sure they wouldn't all vote the same anyway, as there are significant political variations across the spectrum.
