Cantons in Switzerland aren't exactly states, but they have a very considerable level of autonomy. The nearest thing we have in England to this kind of thing is that the police will adjust the priority they give to some offences, and how they deal with them in a sort of informal way. So in some places they are much more relaxed about cannabis than others, and will either resort to cautions instead of prosecution, or even ignore it.
