Seems that this democracy malarkey is a moveable feast... Democracy: a system of government by the whole population or all the eligible members of a state, typically through elected representatives. Clearly the basic referendum was totally democratic, as it was an expression of the wishes of the eligible members of the state. For the representatives of those members to overturn the result of the referendum would be undemocratic.
