Exactly, Phil. The critical location is the center of lateral resistance [clr]. If you were to ask any naval architect, they would tell you that putting the center of effort [ce] too far forward of the clr would cause the boat to be pulled toward the bank. That is why the clr on a sailboat is located just forward of the ce. If you have ever tried to tack a boat in which the ce is aft of the clr, you would understand this.
