Miami Beach is like King Canute right now... they..and New Orleans...etc... are sweeping back the tides and hoping Antarctica doesn't melt TOO much in their lifetime.
   When I worked a year for the EPA 45 years ago we saw a film about land use and building in flood plains. The dire predictions were mostly ignored as people invented cleverer ways to emulate King Canute... but global warming plus population growth has seen to it that there are very few places to retreat to when large areas become inhospitable. Canadians better be ready to build a border wall... ;>(
