OK - thank for suggesting VideoDub actually VideoDb2. This is open source and can be downloaded as a zip file. But then there is no way to actually install as a Windows app. It seems to just run from the exe file in Windows (File) Explorer. Editing, cropping and cutting etc. is pretty easy. But once again to saving a video is an issue due to missing codecs; and a lack of a resizing option couldn't reduce the file size. My 1hr 30min video was about 3GB. However when I had edited it, the only save I could do was to a lossless format and it ended up at 11GB. Totaly impractical. I'll try Open Shot next.
