The song seems to be "The Bakewell Witches" - there's a discussion of the story and the text of the song here: http://places.wishful-thinking.org.uk/DBY/Bakewell/Witches.html , The link says "Words & Music © Don Wise 1973", so apparently not traditional (I don't know the song, I just googled "Over thick and over thin" and "song"!).
