It needs a proper lawyer to answer this, but it looks to me as if the simple majority to ban from future federal roles only applies after he has been convicted on the two-thirds majority. I could very easily be wrong there, but as an abstract principle the ban looks like a punishment and the 2/3 is about guilt. So having a punishment when a person is found not guilty sounds odd.
