RandyL, lay as in lay preacher is an adjective, not a noun, and thus doesn't fit here where it is "the lay of", not "the lay harper". The Traditional Ballad Index entry for this song, as posted above by Joe in 2004, quotes in the description: "List to the tale of a poor Irish harper".
