Well of course Scots and Irish people paid for the Channel Tunnel and are paying for the new high speed rail link even though they are in England. It is by the by. All by the by. The point is if you (the UK gvt) carry out a feasibility study then you (the UK gvt) pay for it. How could it be any different.
