> "all insulation and no wire" A true story: Naughty persons in certain areas got into the habit of pulling cables out of the road (with the aid of a hefty car), in order to sell the copper for scrap; not only did this take out phones, but also on many occasions the TV and Internet feeds. Doing this seemed to stop after two occasions when the offenders found that they'd pulled out was fibre optic cable, which is expensive, but has no copper in it. It's only just occurred to me that the quoted expression could apply both to said cable, and to said offenders' brains.
