The Brighton Belle was scheduled to take 60 minutes according to WikiPedia, so the 59 minutes is plausible; perhaps Southern ran a poster campaign: "London to Brighton in 59 minutes". Or maybe it's the reverse of 9-to-5 when you're up in town.
