It's not ringing any bells (heh) for me, but it does seem vaguely familiar.

This seems(?) to be a longer and more audible version of the song: link

   Glockenspiel with animated figures.
   Formerly listed as South Yarmouth,
   which is not the actual location.
   Not known whether sub-bourdon is usable
   from keyboard; cast in 1942, it
   was originally used for hour strike by
   the E.Howard tower clock visible in
   the tower base. In 2013, Elderhorst
   Bells replaced clock drives, strikers
   and controls with Clock-O-Matic system;
   now plays only one short tune
   instead of two longer tunes.
   June 2022: tower clock not running,
   automatics at wrong times,
   apparently no animation.

   Electric-automatic carillon of 24 (or 25) bells
   Pitch of heaviest bell (excluding sub-bourdon) is unknown
   Transposition is not applicable
   Keyboard range: (C )---- /    ----
   The arrangement of tones and semitones is unknown.
   The whole instrument was installed in 1989
    with bells made by Petit & Fritsen
   Auxiliary mechanisms: InH
