At https://www.unrwa.org/who-we-are/frequently-asked-questions, it says, "UNRWA is mandated by the UN General Assembly to serve ‘Palestine refugees’." I found nothing on the web to indicate that UNWRA was in any way connected to refugees in Ukraine.
