I'm looking for the artist (a woman, I think)/album which contains these lyrics:

"Noon by the clock and no one's on the dock, you can hear the boats miles away,"

"but you never know to who you're talking...you never know to who you're talking"

"and the ship, the black raider, settles down in the harbor and on it is me..."

I think it was the late sixties...any one remember it?
