In a court of law perjury is a legal term. If you accept the terms of the contract (ie: swear on the bible to tell the truth) then you are legally bound to it.

If it is then proven that you lied, you have broken the contract and must take the consequences.

That is the letter of the law.

Justice, however is something else. It often has more to do with mercy, than the letter of the law. ;`)
