Around Chicago where I live there's an outfit that will tow almost... (oops). I'll recommend these (in chronological order). Warrenville Folk Festival (July weekend after the fourth) Lake County Folk Festival (first Sunday in August) Fox Valley Folk Festival (Labor Day weekend Sunday and Monday) The midwest festival list has been updated.
