We should distinguish between interesting kids in folk music and interesting them in folk festivals. I don't really know how to interest kids in folk festivals, but to interest them to the music, the performers must, when young people are in the audience, perform a generous number of humorous selections. Face it: a 12-year-old is usually too fidgety to listen to "Banks of the Ohio," but he may sit still long enough to laugh at a few silly ones.
