Larry, I don't think it's valid to say that the removal of the child from her culture is a bias or an example of discrimination. You can say it is unjust because Travellers deserve special treatment for this, this and that reason. But that's not the same as saying the failure to give that special treatment is discrimination or bias. The Indian example is a good one. If there is a policy to give children to other Indians, that is a special case created solely for the Indian community and does not pertain to German Americans, Filipino Americans, or Irish Travellers! Thus you can argue that new laws are needed to address the specific needs of travellers, but that's not the same thing as saying that people in this case are discriminating against them.
