I think that is the edited highlights! I get a feeling that the government is on the back foot slightly (Cricketing expression for "on the defensive"). That may make them feel vulnerable, but never hit a politician when he's down: kick him, or he'll get up again. Therefore this is a good time for the petition and individual letters telling Howells that unamplified music needs no regulation, and even if it did, the folk tradition is important enough to merit exceptionally favourable treatment.
