Well, There's always King Albert I (of the Congo scandles) - That is assuming that monarchs are allowed. Then there's Herge (spelling?) The chap who wrote the Tin-Tin Stories (and on the same tack) wasn't one of the pair that invented Asterix Belgian? There's the bloke that wrote the "Maigrait" books (I can't remember his name) Atnd then there's one the Belgians always want to forget, Leon DeGrelle, the commander of the Walloon Legion of the SS during the occupation.
