Just to play devils advocate and all that. The pub may have a maximum number of people that may be in it at one time as a condition of the existing licence. This is based on a survey carried out by the fire brigade when the pub is licenced and is based on positioning and width of fire escapes. I worked in a large pub in london where this was the case. It may not be the case at the Sloop. It is of course up to the licencee (the guy or company whose name is over the door)to check this.
