If Lester Maddox appointed more blacks to Georgia government than any of his predecessors, what the hell is that supposed to suggest? That he was really a tolerant integrationist at the end of the day?

The reality being glossed over with that sort of spin is there were virtually no blacks in state government at the time, and Lester Maddox didn't do much to change that.

Talk about revisionist history! That is a little too much 'New South' spin for me to stomach.
