Have you tried the Add New Hardware to see if it can detect the drive when doing Searching For New Hardware. If it can detect it, it should be able to install it.

Failing that, there are some 3rd party disk utilities that are good at doing that sort of thing. (assuming cabling is correct, which, ig you only disconnected on cable and then replaced it, it should be). I have one somewhere, but it's years since I used it and I can't remember where or what it is.
