Noraml, Alice. Every time that the Bushes deregulate anything, the American people get fleeced. Doesn't matter which industry it is. Telecommunication, energy and now we're getting ready to give away media to the corporate thugs.
On paper, one would think that deregulation would bring about more competition and more choices for the consumer but it doesn't work that way. Sounds good but we end up with some crook even deeper in our pockets.
And lets not loose sight of the makeup of those who were involved in writing the Bush/Cheney "energy" policies. All oilmen! Not one danged environmentalist. Not one alternative resource person. Just a bunch of rich, fat, white, Republican and male, ahhh, oilmen!
