Dealing with the original thread question, I would point out that the two figures really can't be compared. The figures are set by different parties, based on the expected needs of the respective organizations, and each without relation to the amount asked by the other organization.
Also, influenced by each of the organizations' estimate of how many people may respond with a pledge at the requested level. No way to compare the two figures.
