Scientific opinion article about earthquake forecasting (from Seismological Research Letters)

There often have been reports about unexplained lighting effects in the earth atmosphere in temporal proximity to an earthquake. There could be something real and explainable in those reports if the dissenting guys turn out to be right after all.
